TOWN OF CIRCLEVILLE MINUTES

September 14, 2023

The regular meeting of the Circleville Town Council was called to order at 7:01PM by Mayor Cordell Pearson. Council Members attending were:  Kristi Westwood, Stacie Gass, Shirl Fox,  and Shane Robinson.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Klint Smith, Scott Peterson, and Sydney Wells.

Mayor Pearson led the pledge, and Mekeisia offered the prayer to open the proceedings. Shane made a motion to approve the minutes from the August 14, 2023 meeting. Shirl seconded, and the motion passed unanimously.

Klint Smith was first on the agenda.  He was asking for a business license for both of his Short-Term Rentals.  They are located on 200 South.  Kristi made a motion to approve the two business licenses.  Stacie seconded, and the motion passed unanimously.

The mayor called on those not on the agenda. 

The Water Project was discussed next.  The hole for the tank has been dug.  They are ready to lay the plastic and install it.  Cottonwood Spring is now open.  They are still working on the redevelopment on the spring.  

Circleville Town has hired a new housekeeper.  Cynthia Fullmer has been hired.  Shirl made a motion to hire Cynthia, and Shane seconded.  The motion passed unanimously.  

Kirk Fullmer is quitting as the Circleville Town Crossing guard.  If you are interested, please contact Mekeisia Westwood for an application.

Stacie has been in contact with Six County about a CDBG grant for a cemetery fence.  It would need to be applied for in November.  The Circleville Town Board agreed that would be a good thing to apply for.  The Town has also been granted $10,000 for mapping and data of the cemetery.  

Six County has also offered to help Circleville Town apply at CIB for a grant for streets.  Circleville Town needs to come up with a preliminary plan to present to CIB.  The Rural Opportunity Grant is available as well.  Shirl will talk to Ensign Engineering about getting the preliminary plan.  

Resolution 2023-01 stating Circleville Town will not be holding a Municipal election in 2023 on the contingency that there are no write-ins by the deadline of September 18, 2023.  Kristi made a motion to approve the Resolution on the contingency that there are no write-in candidates.  Stacie seconded, and the motion passed unanimously. 

The Mayor opened the floor to the Departments. 

Planning & Zoning/Cemetery: The cemetery fence is being worked on.  Stacie had information on the Emergency Alert System.  A QR code has been attached for everyone to register their information for Emergency Alerts.  This will be used to notify Circleville Town residents when there is an emergency alert.  

The bills and budget variance reports were presented and reviewed by the council.   Shane made a motion to approve the bills and budget variance reports and adjourn;  Stacie seconded, and the motion passed unanimously.  The meeting was adjourned at 8:09pm.
