TOWN OF CIRCLEVILLE MINUTES

January 13, 2022

Cordell Pearson was sworn in as mayor of Town of Circleville and Stacie Gass and Shirl Fox were sworn in as Circleville Town Council by Town Clerk Mekeisia Westwood.  

The regular meeting of the Circleville Town Council was called to order at 6:08 PM by Mayor Cordell Pearson.  Mayor Pearson attended over Zoom.  Council Members attending were: Kristi Westwood. Shirl Fox, Stacie Gass, and Shane Robinson.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Aleshea Willis, Winston Willis, Addalyn Willis, Koby Willis, Kirk Fullmer, Deven Gass, and Paul Wayman.

Mayor Pearson led the pledge and Mekeisia offered the prayer to open the proceedings.  Kristi made a motion to approve the minutes from the December 9, 2021 meeting.  Shane seconded, and the motion passed unanimously.   

Curtis and Brittany Bleak were wanting a site permit.  They are wanting to put a yurt on their lot on 470 north. Shirl made a motion to approve the site permit. Kristi seconded, and the motion passed unanimously.

The mayor called on those not on the agenda. There were none.

The Division of Drinking water approved the grant/loan/cash application.  This provides Circleville with a $3.5 million  grant, $470,000 loan, and $300,000 cash.  This will provide enough money to add a new second well, a new 500,000 gallon tank, rebuild the Cottonwood Spring, and buy automatic water meter readers.

Next, Benches and Tables for the new park were discussed next.  The Council looked at a bid for these.  ESSIR funds will be used to purchase them.  Shirl made a motion to approve the purchase of 12 tables, 8 benches, 4 trash cans, and soccer goals.  Stacie seconded, and the motion passed unanimously.  

Kirk was here to talk about the cemetery.  The State of Utah has grants for people to come down and penetrate the ground to map the cemetery.  

The Mayor opened the floor to the Departments:

Water Department:  There was a water main break on Christmas Eve on the corner of 100 W and 100 N.  The Town would like to thank Troy, Shane, Shirl, and JC Robinson for their help fixing the water line.

Parks & Recreation/Economic Development:  Circleville Town Council would like to thank Kristi Westwood for getting Santa to Circleville.  We felt like it was a successful day.

The bills and budget variance reports were presented and reviewed by the council.  Shane made a motion to approve the bills and budget variance reports and adjourn;  Stacie seconded, and the motion passed unanimously.  The meeting was adjourned at 7:01 PM.
