TOWN OF CIRCLEVILLE MINUTES

December 14, 2022

The regular meeting of the Circleville Town Council was called to order at 6:13PM by Mayor Cordell Pearson. Council Members attending were: Shane Robinson, Stacie Gass, Kristi Westwood, and Shirl Fox. Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Rex Waddington and Mark Cannon.

Mayor Pearson led the pledge and Shirl offered the prayer to open the proceedings. Shirl made a motion to approve the minutes from the November 9, 2022 meeting.  Shane seconded, and the motion passed unanimously.

First on the agenda, Curtis and Brittany Bleak were asking for a business license for two Air BNB’s.  They own a home at 75N 100W and are building a yurt at 20W 470 N that they want to Air BNB these properties.  Kristi made a motion to approve the business license.  Stacie seconded, and the motion passed with Shirl and Shane in opposition.  Mayor Pearson broke the tie with a vote in favor.

Mark Cannon was next on the agenda.  He was wanting a site permit for an 8 space RV Park and 2 cabins.  Kristi made a motion to approve the site permit, and Shirl seconded.  The motion passed unanimously.

The mayor called on those not on the agenda. There were none.

Circleville 1st and 2nd Ward Young Men have been putting the flags out at the cemetery.  It was discussed what days the flags should be put out. In the past, the flags have been placed on Main Street as well.  With the new sidewalks, there are no holes for the flags.  The Board discussed the different options.  The Board would like the flags on Main Street on President’s Day, Memorial Day, Flag Day, 4th of July, Patriots Day, and Veteran’s Day.  The flags can be placed in the rocks.  The flags would need to be placed in the cemetery on Memorial Day, 4th of July, and Veteran’s Day.  Circleville Town will pay them $300 a year.

The Mayor opened the floor to the Departments.

Roads Department: A bid for street signs has been obtained.  The Board looked it over and decided to purchase all of the signs.    

Planning and Zoning/Cemetery: Sharon Kiser and Val Sewell have done an extensive amount of research on the history of the cemetery.  If anyone is interested in being on the Planning and Zoning Committee, please contact Stacie Gass at 435-231-1246.  If anyone is interested in being an EMT in Circleville there is a possibility that you could qualify for Health Insurance.

Parks & Recreation/Economic Development:  The Board would like to thank Kristi for all the work she put in on the Thanksgiving dinner.  The Town Board thought the dinner turned out great.  Santa will be here Saturday, December 17.

The bills and budget variance reports were presented and reviewed by the council.  Shirl made a motion to approve the bills and budget variance reports and adjourn;  Shane seconded, and the motion passed unanimously.  The meeting was adjourned at 7:17PM.
