TOWN OF CIRCLEVILLE MINUTES

September 8, 2022

The regular meeting of the Circleville Town Council was called to order at 7:03 PM by Mayor Cordell Pearson. Council Members attending were: Shane Robinson, Stacie Gass, and Kristi Westwood. Shirl Fox was excused. Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Barbara Adams, Paul Wayman, Sydney Wells, Scott Peterson, Keith Case, and Michael Naser.

Mayor Pearson led the pledge and Mekeisia offered the prayer to open the proceedings. Stacie made a motion to approve the minutes from the August 11, 2022 meeting. Shane seconded, and the motion passed unanimously.

A Public Hearing was opened to pass the new General Plan.  The General Plan has been approved by the Planning and Zoning Commission.  The Town Board has read over the Plan.  The Board proposed to adopt the General Plan with a change on Page 28-Action Steps 1 to be removed.  Kristi made a motion to approve the plan with the proposed change.  Shane seconded, and the motion passed unanimously.  

Keith Case was first on the agenda.  He wanted a business license for his trucking company.  Stacie made a motion to approve the license, and Kristi seconded.  The motion passed unanimously.  

The water project update was discussed next.  Michael Naser was in attendance with the progress.  Reports have been filed.  There are land/use agreements that need to be signed.  Once those are signed, they will be sent to the Division of Drinking Water.  The work on the well can be started when the Division of Drinking Water approves the well.  

The purchase of a new tractor was discussed next. Shirl obtained 4 different bids.  The lowest one bid was Ahern Rentals.  The total price was $31,790 for tractor and mower.  The broom is an additional $8,000.  The board proposed to pay for the mower and tractor.  Kristi made a motion to purchase the tractor and mower.  Shane seconded, and the motion passed unanimously.  

The mayor called on those not on the agenda. 

Barbara Adams was in attendance wondering about getting her road paved.  It was discussed who maintains the road.  The Town Board will talk to the County about some different options that can be done on the road.

The Mayor opened the floor to the Departments.

Fire Department:  A firework trailer has been approved to be purchased in connection with Piute County.  Circleville Town will pay $3,000 on the trailer.

Parks & Recreation/Economic Development:  There are benches that need to be placed at the new park.  It was discussed where to put those benches. Circleville Town’s Thanksgiving dinner has been scheduled for Monday, November 14, 2022.

The bills and budget variance reports were presented and reviewed by the council.  Stacie made a motion to approve the bills and budget variance reports and adjourn;  Kristi seconded, and the motion passed unanimously.  The meeting was adjourned at 8:16.
