TOWN OF CIRCLEVILLE MINUTES
September 10, 2025
The regular meeting of the Circleville Town Council was called to order at 7:01 PM by Mayor Kristi Westwood. Council Members attending were: Shirl Fox, Stacie Gass and Shane Robinson. Kaylie Barney was excused. Mekeisia Westwood, Town Clerk was also excused. Neccia Dalton, Planning and Zoning Secretary was also in attendance.
Mayor Westwood led the pledge and Stacie Gass offered the prayer to open the proceedings. Stacie made a motion to approve the minutes from the August 14, 2025 meeting. Shirl seconded, and the motion passed unanimously.
Public attendees were: Mr. and Mrs. Blaine Skousen, Clay Skousen, McKay Morgan, Carol Springer, Kelly Chappell, and David Lee from Planning and Zoning.
Shane motioned to approve Lance Degraw site permit for a shed. Stacie seconded, and the motion passed unanimously.
Morgan Ranches is wanting to add on to their current houses. Stacie made a motion, and Shirl seconded. The motion passed unanimously.
Blaine Skousen would like to extend existing water infrastructure. Stacie made a motion and Shirl seconded to table the extension for 90 days with further discussion on liability, fire suppression, and the booster pump.
Carol Spring represented the USU 4-H extension and they would like to make an agreement with the town to use the Community Center on Thursdays for after-school activities. An agreement will be put together to cover cleaning and any repairs.
Stacie made a motion to accept the fraud risk assessment. Shane seconded, and it passed unanimously.
Mayor Westwood called on those not on the agenda. There was none.
The bills and budget variance reports were presented and reviewed by the council. Stacie made a motion to approve the bills and budget variance reports and adjourn; Shane seconded, and the motion passed unanimously. The meeting was adjourned at 8:48pm.
