TOWN OF CIRCLEVILLE MINUTES
October 12, 2023
The regular meeting of the Circleville Town Council was called to order at 7:01PM by Mayor Cordell Pearson. Council Members attending were: Kristi Westwood, Stacie Gass, and Shirl Fox. Shane Robinson was excused. Mekeisia Westwood, Town Clerk was also in attendance.
Public attendees were: Bailey Dalton, Danielle Robinson, Karen Robinson, and Michael Naser.
Mayor Pearson led the pledge, and Mekeisia offered the prayer to open the proceedings. Kristi made a motion to approve the minutes from the September 14, 2023 meeting. Stacie seconded, and the motion passed unanimously.
Bailey Dalton was in attendance asking for a site permit to build a house. Stacie made a motion to approve the site permit, and Shirl seconded. The motion passed unanimously.
The mayor called on those not on the agenda.
Scott Dalton was in attendance from the Piute County Commissioners. They have met with FEMA to discuss floodplains. FEMA will be surveying Circleville, and then they will get in contact with Mayor Pearson.
Mayor Pearson attended a meeting for a CDBG grant. We need a UEI number. Two Public Hearings must be held.
Michael Naser was in attendance to discuss the water project. Barton Excavating has been working on Cottonwood Spring. They have a little bit more work to do. The collection box needs to be installed and hooked to the main water line. The tank is also being worked on. They have it dug out, and they are anticipating they will start on the tank in the spring. Rocky Mountain Power has been working on getting power to the new well site.
The Back-Flow requirements were discussed. Each water meter is required to have back-flow prevention.
Karen Robinson was in attendance asking for more of the sidewalks on Main Street in Circleville to be paved. Circleville Town is working on a grant, and they are wanting to add it to the grant. UDOT also has a grant for new sidewalks.
The lights in the Community Center were discussed next. One bid has been obtained and another should be coming.
The Cemetery Mapping contract was discussed next. Two bids have been sent in. The Circleville Town Board looked over the two different bids. Shirl made a motion to approve Bid #1. Kristi seconded, and the motion passed unanimously.
The Mayor opened the floor to the Departments.
Planning & Zoning/Cemetery: Rex Waddington has resigned from the Planning Commission. Circleville Town would like to thank Rex for his time of service. The Planning and Zoning Commision has changed their meetings to the 2nd Thursday of every month starting an hour before the Town Board meeting.
Parks & Rec/Economic Development: Circleville Town Thanksgiving will be held November 10 at 6pm.
The bills and budget variance reports were presented and reviewed by the council. Shirl made a motion to approve the bills and budget variance reports and adjourn; Kristi seconded, and the motion passed unanimously. The meeting was adjourned at 8:01pm.
