TOWN OF CIRCLEVILLE MINUTES

November 13, 2024

The regular meeting of the Circleville Town Council was called to order at 6:05 PM by Mayor Kristi Westwood. Council Members attending were:  Shirl Fox, Kaylie Barney, and Shane Robinson. Stacie Gass attended by phone. Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Tony Sainz, Ken Whitney, and Tyler Timmons

Mayor Westwood led the pledge and offered the prayer to open the proceedings. Shirl made a motion to approve the minutes from the October 16, 2024 meeting. Kaylie seconded, and the motion passed unanimously.

First on the agenda, Tony Sainz was asking for a business license for Tony’s Mexican Grill.  It is located at 55 E Main Street.  Shirl made a motion to approve the business license, and Kaylie seconded.  The motion passed unanimously.

The mayor called on those not on the agenda.  There were none.

The Lead and Copper Inventory has been completed for 3 weeks.  There was money left in the grant, so a pot-holing company has been hired to find out the material of the unknown water lines.  

The Road Project was discussed next.  The project design is 80% complete. The project will be put out for bid in January 2025.

The Town Janitor job was discussed next.  There is a job opening for cleaning the Community Center and the bathrooms at the new park.  It will open at $15 per hour. The application deadline is Friday, November 15, 2024. The hiring committee for this job will be Mayor Westwood, Mekeisia, and Kaylie.  

Water Meter transfers were discussed next.  Circleville Town Board will update the water policy to account for water meters transfers.  

The Land Use Moratorium was discussed next.  The Land Use ordinance is being reviewed.  It is taking longer than planned, so the Town Board looked into a moratorium on land use.  The Town Board is hoping to have it ready to pass the Ordinance in December, so they didn’t feel there was a need for a moratorium.

The Mayor opened the floor to the Departments. 

Planning and Zoning/Cemetery: Circleville Town Board would like to thank Troy Robinson for all his work on the cemetery fence.

Parks & Recreation/Economic Development:  Santa Claus will be coming to Circleville on December 21.

The bills and budget variance reports were presented and reviewed by the council.  Shirl made a motion to approve the bills and budget variance reports and adjourn;  Shane seconded, and the motion passed unanimously.  The meeting was adjourned at 6:52pm.
