TOWN OF CIRCLEVILLE MINUTES

May 11, 2023

The regular meeting of the Circleville Town Council was called to order at 7:06 PM by Mayor Cordell Pearson. Council Members attending were: Shane Robinson, Stacie Gass, and Shirl Fox, and  Kristi Westwood.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Marty Gleave, Heather Sudweeks, Terecea Westwood, Scott Peterson, Sydney Wells, Tiffany Whitehead, Michael Naser, Saige  Remund, Carlee Morgan, and Emma Wilde.

Mayor Pearson led the pledge and Kristi offered the prayer to open the proceedings. Shane made a motion to approve the minutes from the April 13, 2023 meeting.  Shirl seconded, and the motion passed unanimously.

Mayor Pearson opened the Public Hearing for Short-Term Rental Ordinance 2023-01.  The Short-Term Rental Ordinance was looked over and discussed by the Town Board and public attendees.  Shirl made a motion to approve Ordinance 2023-01.  Shane seconded, and the motion passed unanimously.

Mayor Pearson closed the Public Hearing.  

Doc Cox was wanting a business license for his chiropractic and massage business.  Kristi made a motion to approve the business license, and Stacie seconded.  The motion passed unanimously. 

Next on the agenda, the tree trimming project was discussed.  Two bids have been received to trim the park trees and remove stumps at the cemetery.  The bids were looked over and discussed.  Stacie made a motion to hire Superior Tree.  Kristi seconded and the motion passed unanimously.  

Piute High School FBLA was next on the agenda.  They have 17 students that have qualified for the National FBLA conference in Atlanta Georgia.  They have done fundraisers to help with the cost.  Kristi made a motion to donate $1,000 to FBLA for the National Conference.  Shirl seconded, and the motion passed unanimously.

Sheriff Marty Gleave was in attendance.  Circleville Town pays $8,000 a year for the sheriff contract.  It has been that amount since 2002.  He was asking for the Town to increase the yearly contract.  Shirl made a motion to approve the annual contract increase to $20,000 starting fiscal year 2024.  Shane seconded.  The motion passed unanimously.  

Michael Naser was in attendance with a water project update.  The well drillers are scheduled to start drilling May 15.  Bids are scheduled to be opened May 17 at 2:00 pm.  

The Annular Solar Eclipse scheduled on October 14, 2023.  Circleville is supposed to be a prime viewing area for the eclipse.  The last solar eclipse in Idaho drew in an approximate 160,000 to the state.  Bathrooms were discussed.  Port-a-Potties will be reserved for the date.  

Circleville Town would like to thank Piute High School for their help with filling sand bags on their service day.

The mayor called on those not on the agenda. There were none.    

 The Mayor opened the floor to the Departments.

Fire Department: Fireworks for the 4th of July have been ordered.  The new firework trailer is here and ready to use.

Water Department:  There is a water leak on Main Street.  Troy has been working on fixing the leak.  

Planning and Zoning/Cemetery:  Town Cleanup will be done on June 24, 2023.

Road Department:  Shirl has finished grading the roads.

Parks and Recreation/Economic Development:  Volunteers are needed for the July 4th celebration.  If anyone is interested, please contact Kristi Westwood.

The bills and budget variance reports were presented and reviewed by the council. Shirl made a motion to approve the bills and budget variance reports and adjourn;  Shane seconded, and the motion passed unanimously.  The meeting was adjourned at 8:37 pm.
