TOWN OF CIRCLEVILLE MINUTES

March 14, 2024

The regular meeting of the Circleville Town Council was called to order at 7:01PM by Councilmember Stacie Gass. Council Members attending were:  Kristi Westwood, Stacie Gass, and.Shane Robinson.  Mayor Pearson and Shirl Fox were excused Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: David Lee, Koby Willis, Teresa Morgan, Shaylee Coleman, and John Coleman.

Stacie Gass led the pledge, and Kristi offered the prayer to open the proceedings.  Shane made a motion to approve the minutes from the February 8, 2023 meeting.  Kristi seconded, and the motion passed unanimously.

First on the agenda, Bryce Dalton was wanting two site permits.  One is a new build on 650 South.  The other is a new build south of Bryce’s house.  Kristi made a motion to approve the site permits for Bryce Dalton.  Shane seconded, and the motion passed unanimously.  

John Coleman was next on the agenda.  He was also wanting a site permit to build a shop on Riverside Drive.  Their plan is to eventually build a home on the lot.  For now the plan is to build a shop with small living quarters.  Shane made a motion to approve the site permit and a water meter.  Kristi seconded.  The motion passed unanimously.  

Next, Josh Englebright is wanting to build a shop on 470 south.  Kristi made a motion to approve the site permit, and Kristi seconded.  The motion passed unanimously.

David Lee was in attendance wanting a business license for Bedrock Concrete.  Kristi made a motion.  Shane seconded, and the motion passed unanimously.

Councilmember Gass called on those not on the agenda.  

Scott Dalton was in attendance to talk about EMTs.  The State of Utah has passed that if you are certified EMT you can get health benefits.  There is no active ambulance in Circleville because we have no certified EMT’s here.  If you are interested contact Warren Archer at 801-910-1123.

The water project was discussed next.  The pipe is being installed.  The power company is working on getting power to the pump house.

Koby Willis was in attendance for Piute County School District.  He was giving an annual update on the School District.  The Board looked over his slide presentation.  School enrollment is projected to fall in the next 3 years.  PCSD is looking to replace both elementary schools in the district.  Bids were opened for a new bus barn west of the high school March 13.  The weight room at Piute High School is being remodeled and should be finished in the fall of 2024.  The high school softball field in Circleville is planning on being moved to Junction-north of the baseball field.  PCSD has received $18 million in grant funding to construct two new elementary schools. The grants require the capital levy to .00225 for 2024 tax year.  More information will be coming from the School District in April.

Councilmember Gass opened the floor to the Departments. 

Parks & Recreation/Economic Development: Circleville Town birthday party will be March 25. Circleville Town Easter Egg Hunt will be held at Circleville Elementary on March 30.

Planning and Zoning/Cemetery: We are still waiting to hear on the grant for the fence.  The cemetery mapping is being worked on. It should be finished by Summer of 2024.

The bills and budget variance reports were presented and reviewed by the council. Kristi made a motion to approve the bills and budget variance reports and adjourn;  Shane seconded, and the motion passed unanimously.  The meeting was adjourned at 8:09pm.
