TOWN OF CIRCLEVILLE MINUTES

March 11, 2021

The regular meeting of the Circleville Town Council was called to order at 6:05 PM by Mayor Koby Willis.  Council Members attending were: Kristi Westwood, and Kirk Fullmer, Shane Robinson and Shirl Fox.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Kelly Chappell, Troy Robinson, Karen Robinson, and Rex Waddington. 

Mayor Willis led the pledge and Kristi offered the prayer to open the proceedings.  Kirk made a motion to approve the minutes from the February 11, 2021 and the February 24, 2021 meeting.  Shane seconded, and the motion passed unanimously.

Troy Hall was first on the agenda.  He was wanting a site permit and a water meter for building a home. Kristi made a motion to approve the site permit and water meter.  Shirl seconded, and the motion passed unanimously.   

The mayor called on those not on the agenda.  There were none. 

Kelly Chappell was next with the final Water Master Plan.  He had the finished copies for the Town Board.  They looked through the recommendations on the deficiencies for the Town.  There are deficiencies in water source, water distribution, and also the storage of the water.  Shane motioned to accept the Water Master Plan and the Water Conservation Plan.  Shirl seconded, and the motion passed unanimously.  

The funding of a second well and water tank repair was discussed next.  The old water tank has some big cracks in the lid and the side.  The Division of Drinking Water has been here to audit the water system, and they are encouraging the Town to do something about the tank.  It was discussed how to fund these repairs.  There are agencies that will provide loan/grants for these projects.  It was decided to talk about the options at the April meeting.

The Circleville Town Park was discussed next.  Mallard Construction is working on their bonds.  The bond closing should happen in the next couple of weeks.  Once the bonds are signed construction can begin.  

The Public Hearing for the General Plan Survey was next.  There is a public survey that will be going out to the townspeople on changes for the Circleville Town’s General Plan.

A Circleville Town birthday party was planned for March 29 at 7pm.  

Rex Waddington for a Planning Commission Member was next on the agenda. Shirl made a motion to approve Rex as a member.  Kirk seconded.  The motion passed with Shane voting nay.  

The maintenance position contract was discussed next.  The contract states that Troy banks summer hours to use them for winter hours.  There are still bank hours to be used for this year.  Mayor Willis will draft a contract for Troy to look over for the April meeting.

Circleville Town Goals for 2021 were discussed next.  The goals were looked over and discussed.  Kristi made a motion to approve the 2021 Town Goals. Shane seconded, and the motion passed unanimously.  

The Mayor opened the floor to the Departments:

Maintenance:  Troy has been to Water training.  He has been trained for Cross Connection Control and Backflow Prevention.  The 470 North water line project has been started.  Kevin Dalton and Josh Sudweeks are helping with the installation.  

Road Department:  Shirl discussed some roads that are needing chip sealing.

Parks and Recreation:  Circleville Town will be hosting the Easter Egg Hunt on April 3 at the Circleville Elementary.

The bills and budget variance reports were presented and reviewed by the council.  Kirk made a motion to approve the bills and budget variance reports and adjourn;   Shane seconded, and the motion passed unanimously.  The meeting was adjourned at 8:34 PM.
