The regular meeting of the Circleville Town Council was called to order at 7:09 PM by Mayor Koby Willis. Council Members attending were: Shirl Fox and Kirk Fullmer. Kristi Westwood and Shane Robinson were excused. Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were Troy and Karen Robinson, Lonnie and Sharon Kiser, and Brandi Barney.

Mayor Willis led the pledge and Lonnie Kiser offered the prayer to open the proceedings. Kirk made a motion to approve the minutes from the May 14, 2020 meeting. Shirl seconded, and the motion passed unanimously.

First on the agenda was the FY2021 Budget. Kirk made a motion to approve the budget. Shirl seconded. The motion passed unanimously.

Marty Morgan is wanting to place a new water meter to the east of his house. Shirl made a motion, and Kirk seconded. The motion passed unanimously.

The Mayor called on those not on the agenda. There were none.

The Fourth of July was discussed next. In order to hold the festivities in the current yellow phase of COVID19, there are forms that need to be filled out to hold a meeting over 100. If the county goes to the green phase, there will be no restrictions. Holding the program outside was discussed. It was decided that the program would be held outside on the grass. The dinner will be decided closer to the holiday. The PTO talked about changing the way they do the midway games.

Next, the Outdoor Recreation Grant was discussed. Stacie Gass has been working on the grant, and she received the grant. This was going to be used to build restrooms at the pavilion by the Elementary School. The options for the building were discussed.

There is some rotomill available to the town. The Board discussed if there was a need for it and where it could be used. There is not a pressing need for a road to be paved right now.

The CIB Medical Clinic grant was discussed next. There is still money to be spent in the grant. The sign in front of the clinic is being worked on. The Board discussed medical equipment that maybe could be purchased with the grant.

Next, Troy discussed the Cottonwood Springs maintenance. There are trees and weeds that need to be cut down.

The Mayor opened the floor to the Departments:

Road Department: Shirl is wanting to rent a tractor and mower to mow the sides of the streets before July 4th.

Town Maintenance: Troy is going to be replacing some water meters. He replaced a fire hydrant broken by Rocky Mountain Power.

The bills and budget variance reports were presented and reviewed by the council. Kirk made a motion to approve the bills and budget variance reports and adjourn; Shirl seconded, and the motion passed unanimously. The meeting was adjourned at 8:24 PM.
