TOWN OF CIRCLEVILLE MINUTES

July 8, 2025

The regular meeting of the Circleville Town Council was called to order at 7:01 PM by Mayor Kristi Westwood. Council Members attending were:  Shirl Fox, Stacie Gass and Shane Robinson. Kaylie Barney was excused. Mekeisia Westwood, Town Clerk was also in attendance.

Mayor Westwood led the pledge and Shirl offered the prayer to open the proceedings. Stacie made a motion to approve the minutes from the June 11, 2025 meetings.  Shirl seconded, and the motion passed unanimously.

Public attendee was: Ricki Cannon

Peaks and Parks Recreation was asking for a conditional use permit.  The planning and zoning commission recommended that it be approved.  Shirl made a motion to approve the permit, and Shane seconded.  The motion passed unanimously.

Carson and Kiersten Hopp were asking for a water meter on their lot behind Kathy Pearson’s.  Stacie made a motion to approve the water meter. Shirl seconded, and the motion passed unanimously.

Mayor Westwood called on those not on the agenda.  There were none.

Ricki Cannon was in attendance. Ricki and Connie Weaver would like to recreate the “Green Cookbook”.  They would donate 100% of the proceeds to Circleville Town.  

National Day of Service was discussed next.  It was discussed if there were any big projects that could be done, or if Circleville Town could find some little projects for everyone to help with.  

The Mayor opened the floor to the Departments. 

Parks & Recreation/Economic Development: Circleville Town would like to thank everyone that helped with the 4th of July celebration: Krista Dalton for the parade, Taelor Hoyt for the program, Circleville 1st Ward YW for the dinner, Hilery Morgan for the races, Piute Recreation for the midway, and Circleville Elementary PTO for bingo.  They would also like to thank Junction and Circleville fire departments for their awesome firework show.

Planning & Zoning/Cemetery:  Circleville Town would like to thank Shirl Fox for rocking the pillars at the entrances to the cemetery.  

The bills and budget variance reports were presented and reviewed by the council. Stacie made a motion to approve the bills and budget variance reports and adjourn;  Shirl seconded, and the motion passed unanimously.  The meeting was adjourned at 8:22pm.
