TOWN OF CIRCLEVILLE MINUTES
July 17, 2024
The regular meeting of the Circleville Town Council was called to order at 6:00PM by Mayor Kristi Westwood. Council Members attending were: Stacie Gass, Shirl Fox, and Shane Robinson. Mekeisia Westwood, Town Clerk was also in attendance.
Public attendees were: Deputy Mike Gayler, Garrett Clark, Tyler Timmons, Karen Robinson, David Lee, Terecea Westwood, Becky Robinson, Kelly Chappell, Jodi Barnson, Baylee Barnson, Devin Schaugaard, Blaine Skousen, Jacob Savage, Clay Skousen, John Houston, Scott Peterson, Jeff May, Ken Whitney, Scott Sherwood, and Ricki Cannon.
Kristi led the pledge, and Shirl offered the prayer to open the proceedings. Stacie made a motion to approve the minutes from the June 12, 2024 meeting. Shirl seconded, and the motion passed unanimously.
Robert Lane was first on the agenda for a site permit for a shed. Stacie made a motion to approve the site permit, and Shirl seconded. The motion passed unanimously.
Next, Ken Whitney was on the agenda for a water meter. He is wanting to build a house on the lot behind his current house. Stacie made a motion to table this agenda item. Circleville Town has been working on a Land Use Plan and would like to wait until the Plan is in place. Shane seconded, and the motion passed unanimously.
Blaine Skousen was next on the agenda. He is requesting approximately 14 water meters. He owns the land from Highway 89 to the Birch Creek forest road. He wants to make approximately 14 building lots. Stacie made a motion to table the application for water meters contingent on the Land Use Ordinance. Shane seconded, and the motion passed unanimously.
The mayor called on those not on the agenda. Garrett Clark was in attendance to talk about the Town well. He thinks it would be a good idea to have the possibility of hooking a generator to the pump. The old pump does not have this capability. The new pump does have the capability to be hooked up to a generator. A grant is being looked at to purchase a generator for this purpose.
Kelly Chappell was in attendance to talk about the water project. Clean water samples have been obtained, so the tank can now be filled. The tank will then need to be leak-tested, back-filled and then it can be hooked up to Town water. The new pump will be used to fill the tank. The Board discussed the options for the money left over in the budget. SCADA upgrades for State water data is a top priority.
Next on the agenda was a discussion on Temporary Land Use regulations including moratorium on development, building activity and all subdivision applications on land in Circleville Town. It was discussed whether it had to be a blanket moratorium or if it could still allow single lot applications to be issued. Tyler Timmons has been in contact with the Ombudsman’s office and their recommendation is to have a blanket moratorium that covers all applications. Circleville Town Board asked Tyler to check with the Ombudsman’s office to see if it is possible to only have a moratorium on subdivisions and still allow site permits to be issued on a single parcel lot.
Kelly was in attendance to also discuss the CIB Road Grant project. The next step is to get a design in place. Bidding specifications will be discussed and Kelly will get them ready to be submitted.
Scott Peterson was next on the agenda. He was in attendance about a military headstone at the cemetery that has been damaged. Utah Local Government Trust has been contacted. They will be contacting Scott to continue the process.
The Mayor opened the floor to the Departments.
Planning and Zoning/Cemetery: Devin Schaugaard has been working on the Circleville Cemetery mapping. They had maps for the Town Board to look at. The maps were looked over and discussed. The Board will look the map over and Devin will take their suggestions to make changes.
Fire Department: Circleville Town Board would like to thank Circleville and Junction Fire Departments for their wonderful firework display on July 4.
Parks and Recreation/Economic Development: Circleville Town Board would like to thank Krista Dalton, Teresa Morgan, Kathy Riddle, Circleville PTO, and Piute Rec for their help with a successful 4th of July. We feel like it was a great day for everyone.
The bills and budget variance reports were presented and reviewed by the council. Shane made a motion to approve the bills and budget variance reports and adjourn; Shirl seconded, and the motion passed unanimously. The meeting was adjourned at 7:23pm.
