TOWN OF CIRCLEVILLE MINUTES

December 10, 2020

The regular meeting of the Circleville Town Council was called to order at 6:03PM by Mayor Koby Willis.  Council Members attending were: Shane Robinson, Kristi Westwood, and Kirk Fullmer, and Shirl Fox.  Mekeisia Westwood, Town Clerk was also in attendance.  

Public attendees were: Rex Waddington, Troy and Karen Robinson, and Margie Holm.

Mayor Willis led the pledge and then Rex Waddington offered the prayer to open the proceedings.  Kirk  made a motion to approve the minutes from the November 12, 2020 meeting.  Shane seconded, and the motion passed unanimously.

Doug and Susan Lunsford were wanting two site permits for the lot that they purchased.  They are wanting to put a steel building and a house on the lot.  Kirk made a motion to approve the permit for the steel building.  Kristi seconded, and the motion passed unanimously.  Kirk made a motion to approve a permit for the home, and Shirl seconded.  The motion passed unanimously.  

Margie Holm was wanting to use the Community Center.  She is a teacher at a private school in Circleville.  She is wanting to rent the Community Center every Tuesday from 8:30 to 9:15 in the morning for a dance class.  Kristi made the motion to approve the use of the Community Center.  Shirl seconded, and the motion passed unanimously.

The Water Master Plan update was discussed next.  Troy and Kelly Chappell have been to our springs, and Kelly has metered the water flow around town.  He is planning on having maps to look at for the next meeting.   He asked about the water not being collected at Wade’s Canyon.  This water has been tested and can’t pass the tests. 

Shirl made a motion to close the Circleville Town Board meeting and move to a Circleville Town Building Authority meeting to approve the $100,000 bond for the Circleville Town Park.  

Kelly Chappell discussed the timeline for the new town park bids.  He said bids should be available to be opened up by January 13, 2021.  

The water line on 470 north was discussed next.  Mayor Willis suggested having Troy install the new water line while leaving the existing water line running.  Circleville Town is willing to hire people to help Troy install the line.  Shane made a motion to approve the hiring of temporary help to help Troy, increasing Troy’s pay while working on the water line, and the purchase of the pipe and material needed to finish the water line.  Shirl seconded, and the motion passed unanimously.

Next, Christmas bonuses were discussed next.  Mayor Willis proposed $500 for Troy, $300 for Mekeisia, $100 for Kirk, and $50 for Shauna.  Kristi made a motion to approve the bonuses, and Shirl seconded.  The motion passed unanimously.

The clinic leases were discussed next.  Those leases have been signed.  The utilities have been transferred to the Circleville Town’s name and the rent has been increased. 

The Cross Connection Control Policy for the Town Water System was discussed. Circleville Town needs a Cross Connection Control Policy.  Shane made a motion to pass the policy, and Kirk seconded.  The motion passed unanimously.  

Circleville Town council would like to send their condolences to the Lois Morgan family and Stan Dalton family.  We will definitely feel their loss around town.

The Mayor called on those not on the agenda. There were none.

The Mayor opened the floor to the Departments:

Maintenance:  Circleville Town would like to thank Brett Roberts for the mowing he did on 470 north from 100 east to the stock corrals throughout the summer. 

Parks & Recreation:  Kristi has scheduled a Santa Claus parade.  Wade Westwood will drive the fire truck around town with Santa sitting on top.  The kids will be able to bring their letters to Santa and receive their bag of candy.  

The bills and budget variance reports were presented and reviewed by the council. Kirk made a motion to approve the bills and budget variance reports and adjourn;  Shane seconded, and the motion passed unanimously.  The meeting was adjourned at 7:38PM.

LOCAL BUILDING AUTHORITY MINUTES

The regular meeting of the Local Building Authority of Circleville Town was called to order at 6:46 pm.  

Public attendees were Troy and Karen Robinson and Rex Waddington.  Kelly Chappell attended over zoom. 

The town is obtaining a $100,000 lease revenue bond, $250,000 grant, and contributing $100,000 town funds.  The bond is issued at 1% interest over 20 years.   Mayor Willis asked for public comments.  No comments were made by those in attendance. Kristi made a motion to approve the lease revenue bond.  Shane seconded, and the motion passed unanimously.

Kirk made a motion to close the Local Building Authority of Circleville Town meeting and return to the regular Circleville Town meeting.  Shirl seconded, and the motion passed unanimously.
