TOWN OF CIRCLEVILLE MINUTES

August 14, 2025

The regular meeting of the Circleville Town Council was called to order at 7:00PM by Mayor Kristi Westwood. Council Members attending were:  Shirl Fox, Stacie Gass and Shane Robinson. Kaylie Barney was excused. Mekeisia Westwood, Town Clerk was also in attendance.

Mayor Westwood led the pledge and Mekeisia Westwood offered the prayer to open the proceedings. Shirl made a motion to approve the minutes from the July 8, 2025 meetings. Shane seconded, and the motion passed unanimously.

Public attendees were Rusty Morrison, Troy Robinson, and Becky Robinson.

Mayor Westwood called on those not on the agenda.  Rusty Morrison was in attendance confirming that it is okay to put an awning on his brother Chris Morrison’s property at 11 East Main.  The supports will be put in the park strip.  The Town Board confirmed that this was okay.

The Road Project was discussed next.  The lines in the parking lot for the Community Center will be painted 08/16.  Hales Sand & Gravel will be back in September to finish up the seal coating on the roads.

The National Day of Service will be September 13, 2025.  It was discussed if a stock fence could be put up on the south side of the cemetery.  Another option that was discussed was cleaning the statues at the Veterans Memorial. Also, the rock around the Veterans Memorial needs to be cleaned up and a new weed barrier put down.

The Mayor opened the floor to the Departments. 

Water Department:  Circleville Town’s annual water CCR can be viewed by going to www.circlevilleutah.org. 

Road Department:  UDOT is going to do a pit drain at the intersection of HWY 89 and Center Street.  

The bills and budget variance reports were presented and reviewed by the council. Shane made a motion to approve the bills and budget variance reports and adjourn;  Shirl seconded, and the motion passed unanimously.  The meeting was adjourned at 8:14pm.
