TOWN OF CIRCLEVILLE MINUTES

August 12, 2021

The regular meeting of the Circleville Town Council was called to order at 7:06PM by Mayor Koby Willis.  Council Members attending were: Kristi Westwood, Kirk Fullmer, Shirl Fox and Shane Robinson.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Lonnie  and Sharon Kiser, Val Sewell, Danny Drapeau, Serge Guy, and Rex Waddington.

Mayor Willis led the pledge and Shirl offered the prayer to open the proceedings.   Kirk made a motion to approve the minutes from the July 8, 2021 meeting.  Shirl seconded, and the motion passed unanimously.   

Danny Drapuea was requesting a site permit.  He is wanting to put a shed on his property.  Kristi made a motion to approve the site permit, and Shirl seconded.  The motion passed unanimously.

The mayor called on those not on the agenda.

Sharon Kiser is looking for cemetery records.  She is looking for birth and death dates for the graves in the cemetery.  Donna Behunin has been making a record and has 900 names for Circleville.  Sharon wants a more precise record kept for the cemetery.  

Val Sewell was wondering about a history book on the Circleville Town.  She was wondering about some of the vacant log cabins.  They referred her to the Piute County offices for their records. 

The progress on the Circleville Park was discussed next.  The pad and footers for the pavilion are in.  The footers for the bathroom are in.  The sidewalk is started, and the maintenance shed is almost finished.  The Town will hold a Town Service Project on September 25 to lay the sod.  All are invited to attend and help.  

Shirl discussed the current road project.  They have encountered a few problems in spraying but should be finishing up soon.  

The speed limit on Hwy 89 was discussed.  The Board would like to talk to UDOT about pushing the increase in speed limit farther south to meet the needs of the new homes on the south end of town.  

The water projects were discussed next.  There is federal money coming for water projects for municipalities.  The Board would like to apply for some of that money.  

The Mayor opened the floor to the Departments:

Water Department:  The pump is up and running.  Thank you for your help in conserving water until we could get the problem taken care of. 

Parks & Recreation:  The Town lawn mower has quit running.  A new motor will be purchased to fix the mower.

The bills and budget variance reports were presented and reviewed by the council.  Kirk made a motion to approve the bills and budget variance reports and adjourn;   Kristi seconded, and the motion passed unanimously.  The meeting was adjourned at 8:17  PM.
