TOWN OF CIRCLEVILLE MINUTES
April 9, 2025
The regular meeting of the Circleville Town Council was called to order at 7:09PM by Mayor Kristi Westwood. Council Members attending were: Shirl, Fox, Kaylie Barney, and Shane Robinson.. Stacie Gass attended by phone. Mekeisia Westwood, Town Clerk was also in attendance.
Mayor Westwood led the pledge and Mekeisia Westwood offered the prayer to open the proceedings. Shane made a motion to approve the minutes from the March 12, 2025 meeting. Shirl seconded, and the motion passed unanimously.
Public attendees were: Austyn and Mickell Brinkerhoff, Cleave and Connie Weaver, Brett Remund, and Kelly Chappell.
First on the agenda. Brett Remund from the planning and zoning recommended that the Board approve Austyn and Mickell Brinkerhoff’s site permit. Shirl made a motion to approve the site permit and Kaylie seconded. The motion passed unanimously.
Brett Remund also had an application for a site permit for Juan Munoz. He is wanting to put a mobile home on his property. The planning and zoning tabled the site permit, because of verbiage in the Land Use Policy that raised questions.
Cleave Weaver was in attendance asking for a water meter. He is wanting to build a house on 300 north eventually. Shirl made a motion to approve the water meter. Shane seconded, and the motion passed unanimously.
The mayor called on those not on the agenda. There was none.
The Board discussed summer maintenance help. The Board would like to hire summer help for town maintenance. The Board decided to table this decision until May.
Next, the Board discussed someone to install the electronic water meters. There is money left in the grant to pay Barton Excavating to install them. Kaylie made a motion to approve hiring Barton Excavating to install the meters, and Stacie seconded. The motion passed unanimously.
There is a Unified Water Infrastructure Plan grant open. They are wanting entities to compile a list of projects for the next 20 years. The Board discussed some options for projects.
Kelly gave an update on the road project. The crack sealing has been done. The dirt work on 1040 east will start soon. There will be an overlay on Center street from Highway 89 to 470 south, 100 east from 470 south to 930 south, and on 470 south from Highway 89 to 1040 east. All other town roads will be chip-sealed.
The Mayor opened the floor to the Departments.
Parks & Recreation/Economic Development: Circleville Town Board would like to thank Kaylie for her work on the Circleville Town Birthday party. Circleville Town would like to thank Piute High School FBLA for helping with filling the Easter eggs for the Town Easter Egg hunt..
The bills and budget variance reports were presented and reviewed by the council. Shane made a motion to approve the bills and budget variance reports and adjourn; Kaylie seconded, and the motion passed unanimously. The meeting was adjourned at 8:28pm.
