TOWN OF CIRCLEVILLE MINUTES
April 13, 2023
The regular meeting of the Circleville Town Council was called to order at 7:02 PM by Mayor Cordell Pearson. Council Members attending were: Shane Robinson, Stacie Gass, and Shirl Fox, and Kristi Westwood. Mekeisia Westwood, Town Clerk was also in attendance.
Public attendees were: Scott Peterson, Sydney Wells, Merlin J. Robinson, David Whitehead, Kristin Whitehead, Rex Waddington, David Lee, Lynn Morgan, Michael Naser, and Doc Cox.
Mayor Pearson led the pledge and Mekeisia offered the prayer to open the proceedings. Shirl made a motion to approve the minutes from the March 9, 2023 meeting. Kristi seconded, and the motion passed unanimously.
Mayor Pearson opened the public hearing for the Water rate increase. The proposed increase is $5.00 for all water meters. Overages will stay the same. Stacie made a motion to approve the $5.00 increase on all connections. Shirl seconded and the motion passed unanimously.

Lynn Morgan was in attendance about obtaining a building permit to replace the carport at his short-term rental. The board decided that it did not require a building permit.
Lynn was also representing Susan Patterson in asking for a site permit. Susan is planning on adding a room onto her house. Stacie made a motion to approve the site permit, and Kristi seconded. The motion passed unanimously.
Lynn requested a business license for Morgan Builders. Stacie made a motion to approve the business license. Shirl seconded, and the motion passed unanimously.
Scott Dalton was requesting a site permit for a new house. Kristi made a motion to approve the site permit. Shirl seconded, and the motion passed unanimously.
The mayor called on those not on the agenda. There were none.
The tree trimming project was discussed next. One bid has been received. Another bid needs to be received. That will be discussed at the next board meeting.
Priscilla was in attendance representing the National Honor Society. The National Honor Society is looking for opportunities to give back to the communities. Piute High School is planning a day of service. Circleville Town Board would like to have them assist in filling sandbags to be available for town members. Another suggestion was to clean up around the dumpsters.
Michael Naser had updates on the water project. The well will be started in the next couple of weeks. The bids are due May 17. All documents have been approved through the Forest Service and BLM.
The Mayor opened the floor to the Departments.
Planning and Zoning/Cemetery: Stacie has the cemetery grant ready to be submitted. The grant would map the cemetery and make it possible to view the map online.
Road Department: Shirl has Morgan’s grader rented for April 18 to grade the sides of the roads. Another pallet of road patch needs to be bought.
Parks and Recreation/Economic Development: Circleville Town would like to thank Kristi Westwood, Scott Peterson, Sydney Wells, Neccia Dalton, and Erica Cox for their help with the Easter Egg Hunt. They would also like to thank Smithfield and Stan’s for their donations. Circleville Town Board would also like to thank Kristi Westwood for organizing the Circleville Town Birthday Party.
The bills and budget variance reports were presented and reviewed by the council. Shane made a motion to approve the bills and budget variance reports and adjourn; Kristi seconded, and the motion passed unanimously. The meeting was adjourned at 7:53pm.
