TOWN OF CIRCLEVILLE MINUTES

April 11, 2024

The regular meeting of the Circleville Town Council was called to order at 7:00PM by Mayor Pearson. Council Members attending were:  Kristi Westwood, Stacie Gass, Shirl Fox, and Shane Robinson.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Kathy Pearson, Emma Wilde, Taesi Morgan, Kazlee King, Priscilla Morgan, Amy Morgan, Hadley Morgan, Hilery Morgan.

Mayor Pearson led the pledge, and Stacie offered the prayer to open the proceedings.  Stacie made a motion to approve the minutes from the March 14, 2024 meeting. Shirl seconded, and the motion passed unanimously.

First on the agenda was Piute High School FBLA.  They have 17 high school students that have qualified for National FBLA in Orlando.  Eight of those students are from Circleville.  Circleville Town Board donated $1500.  Service projects were discussed.  The Town Board will come up with some service projects and get with the Piute High FBLA.

Bryce Dalton was next on the agenda.  He needs a water meter for his lot on 650 south.   Stacie made a motion to approve, and Kristi seconded.  The motion passed unanimously.

Next, Mark Smith was on the agenda.  He wants to build a house on his lot at 55 East 200 North.  Stacie made a motion to approve. Shane seconded, and the motion passed unanimously.

Scott Dalton was next on the agenda.  His site permit for his new house will expire before his first inspection.  Stacie made a motion to approve the site permit.  Shirl seconded, and the motion passed unanimously. 

The mayor called on those not on the agenda.

Stacie discussed changing the day of the Planning and Zoning meeting and the Town Board meeting to a different night or a different Thursday.  It was discussed to move the meetings to the 2nd Wednesday. That will be discussed more at the May meeting.

Hilery Morgan was in attendance to talk about the National Day of Service on September 11. Service project ideas for the day of service were discussed.   The Town Board will think through the month and discuss it again in May.

The water project is on track to be finished by the end of May or the first of June.  It looks like we will have almost $100,000 of the budget left.  It was discussed to do electronic water meter readers.  The Town Board will talk with Kelly Chappell to get a bid on what that would cost.

Circleville Town was awarded a full grant from CIB of $2,600,000 for their road project.  The funding meeting will take place in June 2024.  Once that meeting happens, Circleville Town will be able to move forward with the road project.  

The Mayor opened the floor to the Departments. 

Parks & Recreation/Economic Development: Circleville Town would like to thank Kristi for all her hard work on the Circleville Town Birthday party.  We would also like to thank Heather Sudweeks for her help with the Easter Egg hunt.  We appreciate all the volunteers that help with activities in Circleville.  Circleville will be celebrating the 4th of July on July 4th.  

Planning and Zoning/Cemetery:  The cemetery mapping is almost done.  The grant for the fence is still being determined.  

The bills and budget variance reports were presented and reviewed by the council. Kristi made a motion to approve the bills and budget variance reports and adjourn;  Stacie seconded, and the motion passed unanimously.  The meeting was adjourned at 8:03pm.
