TOWN OF CIRCLEVILLE MINUTES
December 12, 2024
The regular meeting of the Circleville Town Council was called to order at 7:00PM by Mayor Kristi Westwood. Council Members attending were: Shirl Fox, Kaylie Barney, Stacie Gass and Shane Robinson. Mekeisia Westwood, Town Clerk was also in attendance.
Mayor Westwood led the pledge and Kaylie offered the prayer to open the proceedings. Stacie made a motion to approve the minutes from the November 13, 2024 meeting. Shirl seconded, and the motion passed unanimously.
Public attendees were: Tyler Timmons, Gary Morgan, Brad Peterson, Terecea Westwood, and David Lee.
The mayor called on those not on the agenda. There were none.
Circleville Town Planning and Zoning met and recommended to the Circleville Town Board to pass the Circleville Town Ordinance 2024-01. AN ORDINANCE OF CIRCLEVILLE TOWN ADOPTING NEW LAND USE ORDINANCES AND CREATING PROCEDURES FOR APPROVAL AND DEVELOPMENT STANDARDS UNDER A NEW SUBDIVISION CODE. Stacie made a motion to approve Ordinance 2024-01. Shirl seconded, and the motion passed unanimously.
The Water Policy update was discussed next. Stacie made a motion that all costs associated with water service transfers, installation of new meters, or modifications to existing water connections shall be borne by the property owner. Stacie also made a motion that any building permit requiring a new water connection shall require Town Water Authority approval prior to issuance of the building permit. A developer or property owner shall bear the cost to extend the water line beyond existing Town Infrastructure if necessary.” Shirl seconded Stacie’s two motions. The motions passed unanimously. Shane made a motion to raise the price of meters to ¾ inch-$1800, 1 inch-$4300, 2 inch-$8300. Shirl seconded, and the motion passed unanimously.
Brad Peterson was in attendance to discuss the purchase of electronic water meters. There is enough left in the Water Grant to purchase the water meters. Circleville Town will be responsible for the installation. Shirl made a motion to approve the bid from Peterson Plumbing for the electronic water meters, and Shane seconded. The motion passed unanimously.
The Water Project was discussed next. Barton Excavating should be done by 12/18. Everything will be finished but the electrical.
The Road Project design is 80% done. Ensign would like to have the project ready for bid in January.
The Mayor opened the floor to the Departments.
Parks & Recreation/Economic Development: Circleville Town Board would like to thank Santa Claus and The Grinch for their help.
The bills and budget variance reports were presented and reviewed by the council. Stacie made a motion to approve the bills and budget variance reports and adjourn; Shirl seconded, and the motion passed unanimously. The meeting was adjourned at 8:06pm.
