TOWN OF CIRCLEVILLE MINUTES

August 15, 2024

The regular meeting of the Circleville Town Council was called to order at 7:02PM by Mayor Kristi Westwood. Council Members attending were:  Stacie Gass, and Shane Robinson. Shirl Fox was excused. Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Susan Morgan, Gary Morgan, Karen Robinson, Terecea Westwood, Tyler Timmons, Clay Skousen, Scott Dalton, Ricki Cannon, David Lee, and Jeff May.

Mayor Westwood led the pledge, and Mekeisia offered the prayer to open the proceedings.  Shane made a motion to approve the minutes from the July 17, 2024 meeting. Stacie seconded, and the motion passed unanimously.

First on the agenda was the appointment of the new Town Board Member.  Stacie made a motion to approve Kaylie Barney as the new town board member.  Shane seconded, and the motion passed unanimously.

Ken Whitney needed a water meter for his property.  Stacie made a motion to approve the water meter, and Shane seconded.  The motion passed unanimously.

Next on the agenda, Emily Burton was wanting a site permit for a building between Gary Morgan and Paul Morgan for a hair shop.  Stacie made a motion to approve the site permit. Shane seconded, and the motion passed unanimously.

Geordin Gass was wanting a site permit to build a new building to the north of his existing home.  Shane made a motion to approve the site permit, and Stacie seconded.  The motion passed unanimously.

David Lee was wanting a site permit to build a home next to his existing home.  Stacie made a motion to approve the site permit.  Shane seconded, and the motion passed unanimously.  

The mayor called on those not on the agenda.  There were none.

Cemetery fence bids were discussed next.  Stacie has obtained 3 bids.  The 3 bids were looked at by the Town Board.  Stacie made a motion to approve Bid B.  Shane ,and the motion passed unanimously. Robinson Fencing will be helping with the cemetery fence.  The fence will be built September 7 for the National Day of Service.  This will be a Circleville Town service project, and everyone is invited to attend.

 

The water project was discussed next. The new tank has been filled. 

 

The temporary land use regulation was discussed next.  It was discussed in the July meeting about if a moratorium is necessary.  The Ombudsman’s office said that the moratorium has to be on all site permits or none.  The Town Board discussed whether a moratorium was necessary.  Tyler will work quickly on the Land Use Ordinance and there will be no moratorium.

 

The Mayor opened the floor to the Departments.

Planning and Zoning/Cemetery: The cemetery mapping project is almost finished. 

 

The bills and budget variance reports were presented and reviewed by the council. Stacie made a motion to approve the bills and budget variance reports and adjourn;  Shane seconded, and the motion passed unanimously.  The meeting was adjourned at 7:39pm.
