TOWN OF CIRCLEVILLE MINUTES

December 6, 2023

The regular meeting of the Circleville Town Council was called to order at 6:05PM by Mayor Cordell Pearson. Council Members attending were:  Kristi Westwood, Stacie Gass, and Shirl Fox, and Shane Robinson.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Michael Naser and Tyler Timmons

Mayor Pearson led the pledge, and Stacie offered the prayer to open the proceedings.  Shane made a motion to approve the minutes from the November 9, 2023 meeting.  Kristi seconded, and the motion passed unanimously.

Michael Naser was in attendance with a water project update.  The Cottonwood Spring is finished and waiting to be passed off by the Division of Drinking Water.  The well house has been started.  Everything in the project is looking good and moving smoothly.  

The mapping of the cemetery has started.

Tyler Timmons was in attendance with the CDBG grant. We have been doing Income Surveys.  The Town Board would like to thank the Circleville Youth Council for their help with these surveys.  Once it is determined if we are eligible, we will move forward with the grant.  The Board would like to use the grant for a fence around the cemetery, piping the cemetery canal, sprinkler system, grave markers, and flags.  

The Safe Routes to School Grant was discussed next.  The sidewalks have to be on a State Highway.  The Board looked at options for sidewalks.  Applications are due December 15.  

The UDOT TAP funding is a new opportunity that has come up.  The Town will have to match 40% of the funding.  The Board discussed if this was an option, and if they would like to apply.  

The mayor called on those not on the agenda. There were none. 

The Mayor opened the floor to the Departments. 

Water Department:  The Lead and Copper Inventory is being worked on.  This report is due October 2024.

Parks & Recreation/Economic Development:  Circleville Town Board would like to thank Kristi Westwood for her work on the Thanksgiving dinner.  Also, thanks to the citizens for their contributions.  They would also like to thank Harper Lee and Drake Allan for their help setting up the Thanksgiving dinner, and thank you to Becky Robinson for cooking the turkey.  

The bills and budget variance reports were presented and reviewed by the council. Shirl made a motion to approve the bills and budget variance reports and adjourn;  Shane seconded, and the motion passed unanimously.  The meeting was adjourned at 7:09pm.
