TOWN OF CIRCLEVILLE MINUTES

November 9, 2023

The regular meeting of the Circleville Town Council was called to order at 6:00PM by Mayor Cordell Pearson. Council Members attending were:  Kristi Westwood, Stacie Gass, and Shirl Fox, and Shane Robinson.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: none

Mayor Pearson led the pledge, and Shirl offered the prayer to open the proceedings. Shirl made a motion to approve the minutes from the October 12, 2023 meeting. Kristi seconded, and the motion passed unanimously.

The public hearing was opened at 6:01 by Mayor Pearson.  Mayor Pearson introduced the CDBG block grant.  There were no concerns or suggestions.  The public hearing was closed at 6:03pm.

The Water Grant update was first on the agenda. The underground power would be an additional $85,000.  The Town Board decided to stay with overheard ground power.  Springs are complete minus the fence. We need to get a good water sample before we turn them back into the system.  Springs turned out really well.  The work on the Well House will start the week after Thanksgiving.

 The Safe Routes to School grant was discussed next.  Circleville Town will need to decide what streets they want new sidewalks. The sidewalks will have to be installed on the state highway.  Stacie is going to work with Ensign Engineering on preparing the grant.  

The Cemetery grant was discussed next.  The $10,000 for the grant has been received.  Ensign is going to be helping with the mapping of the cemetery.   

The mayor called on those not on the agenda. There were none. 

 The Mayor opened the floor to the Departments. 

Roads Department:  Circleville Town would like to thank Bryce Dalton, Tyler Dalton, Drew Merriam,  and Dean Westwood for their help with patching the roads.

Parks & Rec/Economic Development:   Circleville Town Thanksgiving will be held November 10 at 6pm.  

The bills and budget variance reports were presented and reviewed by the council. Shane  made a motion to approve the bills and budget variance reports and adjourn;  Stacie seconded, and the motion passed unanimously.  The meeting was adjourned at 6:21pm.
