TOWN OF CIRCLEVILLE MINUTES
March 9, 2023
The regular meeting of the Circleville Town Council was called to order at 6:04 PM by Mayor Cordell Pearson. Council Members attending were: Shane Robinson, Stacie Gass, and Shirl Fox, and Kristi Westwood. Mekeisia Westwood, Town Clerk was also in attendance.
Public attendees were: Scott Peterson, Sydney Wells, Mark Smith, and Audra Smith.
Mayor Pearson led the pledge and Mekeisia offered the prayer to open the proceedings. Shane made a motion to approve the minutes from the February 9, 2023 meeting. Shirl seconded, and the motion passed unanimously.
Circleville Town Board met at 5:00 and completed their Open and Public Meeting Training.
Mark Smith was in attendance asking for a site permit. He is wanting to put a metal shop on their property on 200 north. Stacie made a motion to approve the site permit, and Kristi seconded. The motion passed unanimously.
New crossing guard lights were discussed next. As semi trucks are coming into town from the south in the morning, the sun is in their eyes. Shirl was suggesting some signs signaling School Zone ahead be installed before the School Zone. Mayor Pearson will talk with the State Road Department about who’s responsibility that is. This will be discussed at the April meeting.
David Lee and Terecea Westwood were presented as new Planning and Zoning members. Shirl made a motion to approve the new members. Stacie seconded and the motion passed unanimously.
The Annual Drinking Water Quality Report was looked at next. The report is available to be viewed at the Circleville Town Building, Stan’s Merc, and Circleville Post Office.
Next, the Fraud Risk Assessment was discussed. Mekeisia has filled it out and the Board looked it over. It was discussed what could be done to lessen the risk of fraud in Circleville.
Trevor Barnson was in attendance for the Circleville Irrigation Company. They are looking into a grant for water conservation. There is a program available for this. Circleville Irrigation Company will need a sponsor with a tax number. Kristi suggested talking with Piute County. She has done watershed projects before, and County’s are set up for this kind of process already. Trevor is going to contact the Garfield County contact for this kind of grant for help in knowing the best way to apply.
The mayor called on those not on the agenda. There were none. The Mayor opened the floor to the Departments.
Planning and Zoning/Cemetery: The grant for the cemetery is ready to be submitted. The old cemetery books were found, and Hilery Morgan is helping to scan them to be submitted to the State Office of Archives.
Road Department: Shirl would like to rent Morgan Ranches grader again to clean out the drainages again.
Parks and Recreation/Economic Development: Circleville Town birthday party will be held March 27 at 6 pm. The Town Easter Egg Hunt will be held April 8, at 10am at the new town park.
The bills and budget variance reports were presented and reviewed by the council. Shirl made a motion to approve the bills and budget variance reports and adjourn; Shane seconded, and the motion passed unanimously. The meeting was adjourned at 6:49pm.
