TOWN OF CIRCLEVILLE MINUTES

April 8, 2021

The regular meeting of the Circleville Town Council was called to order at 7:01 PM by Mayor Koby Willis.  Council Members attending were: Kristi Westwood, and Kirk Fullmer, Shane Robinson and Shirl Fox.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Gary Morgan, Kari Morgan, Rex Waddington, McKay Morgan, and Cory Sudweeks.

Mayor Willis led the pledge and offered the prayer to open the proceedings.  Kirk made a motion to approve the minutes from the March 11, 2021 meeting. Shane seconded, and the motion passed unanimously.   

First on the agenda, Morgan Ranches is wanting to add onto one of their sheds.  McKay was here asking for a variance on the town setbacks.  The building would extend almost to the road.  Shane made a motion to approve the variance on condition that the road is widened on the other side.  Kirk seconded, and the motion passed unanimously.

Trevor Barnson was next on the agenda.  He is wanting a water meter down at the end of 100 East by his meadow.  Kirk made a motion to approve the meter.  Kristi seconded it, and the motion passed unanimously.

Next on the agenda, Gary Morgan, Wade Westwood, and Cory Sudweeks are wanting water meters on the new 470 north line.  Kirk made a motion to approve the meters, and Shirl seconded.  The motion passed unanimously.

Angie Severe was next on the agenda.  They are wanting permission to park at the park and connect to the power there.  Shane made a motion to approve the power and parking at the park.  Shirl seconded, and the motion passed unanimously.  

The mayor called on those not on the agenda.  There were none. 

There was an updated site permit presented.  Kristi made a motion to approve the new site permit.  Shirl seconded, and the motion passed unanimously.

The Town Park was discussed next.  Kelly Chappell is working on getting construction started.  Once construction has started they have 45 days to finish.  Circleville Town is getting around $54,000 from the CARES3 relief fund.  That money will be used to help with park fixtures.

The 4th of July was discussed next.  July 4, 2021 is on a Sunday.  The Town celebration will be held on Saturday, July 3, 2021.  The parade route will be the same as last year and the program will be held outside again.  

Next, the cemetery fence project was discussed.  There is around $13,000 in the cemetery fence fund.  The Town Board would like to see some progress on the fence after the 470 north line is finished.  

The Mayor opened the floor to the Departments:

Water:  Shane would like to amend the Water Policy.  The amendments will take place and be discussed in May.  The new 470 north water line is ready to be connected and charged. 

Cemetery:  The Bill Garner family would like to thank Kirk Fullmer and Troy Robinson for their assistance with Bill’s burial.

Parks and Recreation:  The Town Board would like to thank Becky Robinson and Crystal Sorensen for their help with the Circleville Town Birthday Party.

The bills and budget variance reports were presented and reviewed by the council. Kirk made a motion to approve the bills and budget variance reports and adjourn;  Shane  seconded, and the motion passed unanimously.  The meeting was adjourned at 8:20 PM.
