TOWN OF CIRCLEVILLE MINUTES

October 14 2021

The regular meeting of the Circleville Town Council was called to order at 7:05 PM by Mayor Koby Willis.  Council Members attending were: Kristi Westwood.  Shirl Fox and Shane Robinson attended via phone. Kirk Fullmer was absent.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Angie Severe, Bailey Dalton, Stacie Gass, Rex Waddington, Scott Dalton, Krista Dalton, and Warren Archer.

Mayor Willis led the pledge and offered the prayer to open the proceedings.   Kristi made a motion to approve the minutes from the September 8, 2021 meeting. Shirl seconded, and the motion passed unanimously.   

Angie Severe was wanting a site permit for a shed in their backyard.  Kristi made a motion to approve the site permit, and Shane seconded.  The motion passed unanimously.  

Stacie Gass was also wanting a site permit for a house in their field off Highway 89.  Kristi made a motion to approve the site permit.  Shane seconded, and the motion passed unanimously. 

Stacie was also wanting a site permit for an addition for their little cabin on Highway 89.  Kristi made a motion to approve the site permit.  Shirl seconded, and the motion passed unanimously.

Bailey Dalton was in attendance wanting to use the Community Center for a playdate for kids in town.  She will just coordinate with Mekeisia when she is using the building.

Brain Morrill was wanting a site permit for a shed on his property.  Kristi made a motion to approve the site permit.  Shane seconded, and the motion passed unanimously.  

The mayor called on those not on the agenda. There were none.

The Code Red App was discussed next.  It is an online registration that will send a notification to registered members when there is an emergency.  A phone call system like Piute County School District uses was discussed.  The Board is going to look into a phone messenger system.

Warren Archer, the new EMS supervisor for Piute County, was next on the agenda.  The incorporated towns in Piute County need to make a formal agreement on EMS services.  There are no EMTs on the south end of the county.  He is looking for anyone interested in being an EMT.  The training for the next 18 months is free.  The next course will begin in January.  Please contact Warren at 801-910-1123 if you are interested in being an EMT.  An agreement will be drafted for Piute County EMS to service Circleville.

Circleville Town’s Schedule of Fees was discussed next.  Shirl made a motion to approve the Schedule of Fees.   Kristi seconded, and the motion passed unanimously.  

The Town Park progress was discussed next.  Circleville Town Board would like to thank everyone who showed up to help lay the sod.  They would also like to thank Deven and Geordin Gass, Mike Dalton, and Morgan Ranches for their help in transporting the sod from St. George.  There was a great turnout and everything went quickly.  

A Thanksgiving Dinner date was discussed next.  The Dinner will be held on November 15, 2021 at 6pm.  The Town will provide the turkey, potatoes and rolls.  Townspeople are encouraged to provide a salad or a dessert.  

The Mayor opened the floor to the Departments:

Maintenance:  Troy will be replacing some water meters that don’t have any backflow protection.  The lawnmower has been repaired and is back in working condition.  We would like to thank Piute County School District for the use of their lawnmower while ours was broken down.  

The bills and budget variance reports were presented and reviewed by the council.  Kristi made a motion to approve the bills and budget variance reports and adjourn;  Shane seconded, and the motion passed unanimously.  The meeting was adjourned at  8:36PM.
