TOWN OF CIRCLEVILLE MINUTES
September 9, 2021
The regular meeting of the Circleville Town Council was called to order at 7:03 PM by Mayor Koby Willis. Council Members attending were: Kristi Westwood, Kirk Fullmer, Shirl Fox and Shane Robinson. Mekeisia Westwood, Town Clerk was also in attendance.
Public attendees were: Kelly Chappell, Rex Waddington, Stacie Gass, Cordell Pearson, and Matt Whittaker.
Mayor Willis led the pledge and Kristi Westwood offered the prayer to open the proceedings. Kirk made a motion to approve the minutes from the August 12, 2021 meeting. Kristi seconded, and the motion passed unanimously.
Morgan Ranches were first on the agenda. They were requesting three site permits. They are wanting to build a house between Marty and Rios. They are also wanting to build two houses on 100 E. Only one of the site permits will need a water meter. The Board is worried about approving water meters at the time, because of the Cottonwood Spring not being functional. Shirl made a motion to approve the three site permits. Kristi sencoded, and the motion passed unanimously. The water meter will be discussed more and tabled for the next meeting.
The mayor called on those not on the agenda. There were none.
An ARPA Water Tank Project application was discussed next. Kelly Chappell has been working with the Division of Drinking Water. Mayor Willis and Kelly had a meeting with the Division of Drinking Water to discuss Circleville’s needs. There is also a new COVID relief grant available. The Board discussed the priority of the needs of the water system. With the two separate grants available, it was discussed how much to apply for through each grant. It was decided that the grant application would include a new well and a new tank for the APRA funds. The Division of Drinking Water grant would include those same projects, and reconstructing Cottonwood Spring, and Electronic Water Meters.
Next on the agenda, the progress on the Town Park was discussed. The park is supposed to be ready for sod on September 25. The contractor says that everything should be ready by that date.
Circleville Town’s emergency communications were discussed next. Piute County has a Code Red program that can be subscribed to. The program is then used to contact residents in case of an emergency. Deputy Matt Whittaker is willing to explain how the system works.
The Mayor opened the floor to the Departments:
Water Department: A trackhoe has been rented to repair the Cottonwood Spring.
Road Department: Longpoint Consulting will be finalizing the road project this week.
The bills and budget variance reports were presented and reviewed by the council. Kirk made a motion to approve the bills and budget variance reports and adjourn; Shane seconded, and the motion passed unanimously. The meeting was adjourned at 8:47 PM.
