TOWN OF CIRCLEVILLE MINUTES
July 7, 2021
The regular meeting of the Circleville Town Council was called to order at 7:13PM by Mayor Koby Willis. Council Members attending were: Kristi Westwood, and Kirk Fullmer, and Shane Robinson. Shirl Fox was excused. Mekeisia Westwood, Town Clerk was also in attendance.
Public attendees were: Sharon Kiser, Lonnie Kiser, Gary Dalton, Scott Dalton, and Troy Robinson.
Mayor Willis led the pledge and Sharon Kiser offered the prayer to open the proceedings. Kirk made a motion to approve the minutes from the June 10, 2021 meeting. Shane seconded, and the motion passed unanimously.
Gary Dalton was first on the agenda. He was questioning why the water usage has been limited. The issue is the pump has been having a hard time keeping up with the demand of the water.
Carl Hooker was next on the agenda. He was at the June meeting wanting to move his current water meter. It was tabled until the July meeting. The policy states that meters can’t be moved, and the Town Board wanted to look at the reason as to why meters couldn’t be transferred. It was decided to keep with the current policy and not allow the transfer of meters.
The mayor called on those not on the agenda.
Lonnie Kiser was wondering if the fiber optic installation is going to fix the gravel in front of the houses. Neils Fugal is planning on fixing things up when they are finished up with all their work. They keep having to revisit spots around town so they want to wait until they are finished.
The water overages fees discussion was next. Mayor Willis had gathered towns water policies that don’t have secondary systems. Circleville’s water rates are comparable to other towns in our same situation. This discussion has been tabled until a fee increase is deemed absolutely necessary.
Darin Cottam from LongPoint Consulting has met with neighboring towns to see if they are interested in a similar road project as Circleville. He found that they were interested. The Town Board would like to meet with Darin again in August to approve the plan.
Mallard Construction has started construction on the Town Park. They will start having weekly progress meetings on Tuesday mornings at 10 am.
The town lawn mower has quit working. Lawn mowers are hard to find right now. The type the town needs is on backorder for 3 months. Troy is looking at one and will get some bids.
The Mayor opened the floor to the Departments:
Fire Department: Circleville Town Board would like to thank the Circleville and Junction Fire Departments for the 4th of July firework show. Everyone was very pleased with the show.
Parks & Recreation/Economic Development: Circleville Town Board would like to thank Kristi Westwood for all the work she did to make sure there was a successful July 4th celebration. They would like to thank Mekeisia Westwood for the parade, Terecea Westwood for the program, Circleville 1st Ward YW for the dinner, Circleville Elementary PTO for the water games and BINGO, PHS Softball team for the softball tournament, and Circleville and Junction Fire Departments for the firework show.
The bills and budget variance reports were presented and reviewed by the council. Kirk made a motion to approve the bills and budget variance reports and adjourn; Kristi seconded, and the motion passed unanimously. The meeting was adjourned at 8:39 PM.
