TOWN OF CIRCLEVILLE MINUTES
June 10, 2021
The regular meeting of the Circleville Town Council was called to order at 7:03 PM by Mayor Koby Willis. Council Members attending were: Kristi Westwood, and Kirk Fullmer, Shane Robinson and Shirl Fox. Mekeisia Westwood, Town Clerk was also in attendance.
Public attendees were: Joe Dalton, Scott Dalton, Tyler Dalton, Darin Cottam, Logan Dalton, Trevor Barnson, and Carl Hooker
Mayor Willis led the pledge and Mekeisia Westwood offered the prayer to open the proceedings. Kristi made a motion to approve the minutes from the May 13, 2021 meeting. Kirk seconded, and the motion passed unanimously.
First on the agenda, Curtis Bleak was wanting a water meter on 470 north. Kirk made a motion to approve the meter, and Shirl seconded. The motion passed unanimously.
Carl Hooker was in attendance wanting to move one of his water meters to a new property he just bought. It is in the policy that meters can’t be moved. The Town Board wants to look into the policy so they tabled it for next month.
Joe Dalton was here for a site permit. He is wanting to do a butcher shop down where Kenz store used to be. Shirl made a motion to approve the permit, and Shane seconded. The motion passed unanimously.
Logan Dalton was here for a business license for Ster’s Custom Upholstery. Kristi made a motion to pass the business license. Shirl seconded, and the motion passed unanimously.
The mayor called on those not on the agenda.
Joe Dalton was wondering about the dynamite for July 4th. He was wondering if they were still on with the drought conditions. He was told to plan on it.
Next on the agenda was the Summer Outdoor Watering Restrictions. It is strongly recommended that the north side of town waters on Monday, Wednesday, and Friday. The south side of town waters on Tuesday, Thursday, and Saturday. No watering between the hours of 10 am and 6 pm. Let’s all work together to conserve water.
Proposed water overage fees were discussed next. The Water Master Plan has some suggestions for tiered water overage fees. They looked at some neighboring Towns water rates. Some of those towns have a secondary system, so that is not comparable. Mayor Willis is going to try and collect better comparisons for next month.
The Water Policy update was discussed next. The Town Board is wanting to add that livestock meters that service troughs should install a float between the months of May 1 to November 1. It was discussed that this was the owner’s problem and Circleville doesn’t want to regulate it. It is the hope that people will take responsibility to take caution to not waste water.
Kristi made a motion to go into the public hearing for the budget approval. Shirl seconded and the motion passed unanimously. The budget hearing was introduced. The 2021-2022 Town of Circleville Budget was presented. After reviewing the proposed budget for July 2021-June 2022, the following resolution was passed: Resolution 2021-001 Whereas the Budget Hearing, having been duly posted and advertised, was held on June 10, 2021. Whereas it is therefore resolved that the Circleville Town Board, quorum being present and voting, approves and adopts the proposed Budget for Fiscal Year 2021-2022. Kirk made a motion to approve the budget resolution; Shane seconded and the motion passed unanimously.
Kirk had a meeting with Amy Barry from the Utah Division of State History on a grant for the cemetery. There is a 50/50 grant that will bring someone in to probe the cemetery to create a map. They can also help with fences. This is something the Town Board was interested in. Kirk is going to talk to her and continue the process.
The 4th of July was discussed next. Mekeisia Westwood is in charge of the parade, Terecea Westwood is in charge of the program, Circleville 1st Ward Young Women will be doing the dinner, James Barney is in charge of the softball tournament, and Circleville PTO is in charge of BINGO and water games.
The Mayor opened the floor to the Departments:
Road Department: Darin Cottam was in attendance to talk about the road maintenance plan. He has been through the town and measured all the roads. He had some advice on how to maintain the roads around town. He wants to get Circleville on a schedule for chip sealing the roads.
The bills and budget variance reports were presented and reviewed by the council. Kirk made a motion to approve the bills and budget variance reports and adjourn; Kristi seconded, and the motion passed unanimously. The meeting was adjourned at 9:23 PM.
