TOWN OF CIRCLEVILLE MINUTES
February 11, 2021
The regular meeting of the Circleville Town Council was called to order at 6:02 PM by Mayor Koby Willis. Council Members attending were: Kristi Westwood, and Kirk Fullmer, Shane Robinson and Shirl Fox. Mekeisia Westwood, Town Clerk was excused.
Public attendees were: Rex Waddington, Roger Fullmer, John Hanna, Agnes Rogers, Tyson Jewkes, Kelly Chappell and Paul Wayman.
Mayor Willis led the pledge and then Shirl offered the prayer to open the proceedings. Kirk made a motion to approve the minutes from the January 13, 2020 meeting. Kristi seconded, and the motion passed unanimously.
First on the agenda was Paul Wayman. He was wanting a site permit for a lot he purchased in town. He is wanting to put a modular home on the lot. The site permit application was put in the lock box out front of the building, and it did not get taken out prior to the meeting. Shane made a motion that assuming that the application meets the setbacks the site permit be approved. Shirl seconded, and the motion passed unanimously.
Roger Fullmer was next on the agenda. He was wanting a business license for a Food Truck. It will be Mexican/American food. Roger was not at the meeting, so the business license was moved to the March meeting.
The mayor called on those not on the agenda.
John Hanna was in attendance wondering if he could put his Pool Hall/Arcade games in the office. The Board discussed the different options. They were concerned about scheduling conflicts for when the building was being used for other events. John said he would be flexible with his hours. The Board was not opposed to the idea of the business. They just didn’t feel the Community Center was the place for it.
Mayor Willis received a letter in the mail from an anonymous source. This letter stated that Kirk Fullmer was working through the town as a Town Board member and crosswalk employee while receiving Social Security Disability. The letter claimed Kirk hadn’t informed SSA that he was working for Circleville. It also claimed that Circleville Town was paying Kirk’s wife in order to keep his income below the threshold to still receive his Disability. There is no validity to the letter. Circleville Town makes the checks out to Kirk, and Kirk is reporting this income on his annual tax return.
Kelly Chappell was there to discuss the bidding process. Bids are currently being collected on the park. The winning bid will be awarded on Tuesday, February 23, at 4pm. After the bid has been awarded, the closing with CIB will need to be scheduled.
Kelly also discussed the Water Master Plan. Tyson Jewkes has also been helping with the Water Master Plan, and was in attendance to aid in the discussion. They had the report for the Board to look over to see if any changes needed to be made. Circleville has 369 connections with 312 being residential. Out of the 369 connections, only 263 are normally active connections. The Water Master Plan as they had it was discussed in length. They had some recommendations for the Town to think about.
Kristi has been contacted by the Forest Service. They are replacing bathrooms at Birch Creek. They were wanting the Town’s opinion on if they should do one or two restrooms in each of the buildings at the Pavilion and Big Mike’s campground. The Town Board decided on two restrooms each.
The rest of the agenda was tabled until March because of the length of the meeting already.
The Mayor opened the floor to the Departments:
Maintenance: Troy has spent a lot of time cleaning up the lot for the park. It is looking really nice, and the Town Board would like to commend him on the job.
The bills and budget variance reports were presented and reviewed by the council. Kristi made a motion to approve the bills and budget variance reports and adjourn; Shirl seconded, and the motion passed unanimously. The meeting was adjourned at 9:22 PM.
