The regular meeting of the Circleville Town Council was called to order at 7:03 PM by Mayor Koby Willis. Council Members attending were: Shane Robinson, Kristi Westwood, and Kirk Fullmer. Shirl Fox was excused. Mekeisia Westwood, Town Clerk was also in attendance.

Public attending were: Lonnie Kiser, Joe and Laurel Myers, Carrie Davis, Carol Springer, Cory Sudweeks, and Robin DeGraw.

Mayor Willis led the pledge and then Kristi offered the prayer to open the proceedings. Kirk made a motion to approve the minutes from the August 13, 2020 meeting. Shane seconded, and the motion passed unanimously.

First on the agenda, Carrie Davis and Carol Springer were wanting to use the building for their dance and singing groups. Kirk made a motion to approve the use of the building, and Shane seconded. The motion passed unanimously.

Koby Willis was next on the agenda. He was wanting a site permit to build a metal garage on his property. Kristi made a motion to approve the site permit. Kirk seconded, and the motion passed unanimously.

Next, Russ Lee was wanting a site permit to add a room on his house located at 429 N 360 W. Kirk made a motion to approve the site permit, and Shane approved. The motion passed unanimously.

The Mayor called on those not on the agenda. There were none.

The water line on 470 north was discussed next. The water line that goes east from 100 East on 470 north is too small to add any more meters. Property owners on that street are wanting to purchase meters. It was discussed how to replace the line without cutting water off to existing water users while the line is being replaced. Shane is going to get working on some bids for replacing the water line to Danny Whittakers and materials to extend it to the stock corrals.

Next, Joe Myers was wanting to discuss leasing the south side of the medical clinic for a dental office. He has done a walk through of the building and is interested in moving forward. The payment of utilities was discussed. Right now, Garfield Memorial pays all the utilities. It was discussed that it might be easier for the Town to cover those utilities and work out a deal with the Myers’ and Garfield Memorial. Kirk made a motion to approve a lease of the south side of the medical clinic for dental use for 6 months free of charge. After 6 months, the rent will be renegotiated. The rental agreement will be approved at the October 8 Town Council meeting. Shane seconded, and the motion passed unanimously.

The Town General Plan was discussed next. Zack Leavitt from Six County Association of Government is going to help with writing the plan.

The Town of Circleville is receiving about $44,000 from CARES Relief Act. This money has to be used on things that are connected to COVID-19 relief. The Town Board is going to research some ideas on what can be purchased.

The Circleville Town Park was discussed next. The current plan is to keep the road on the north side of the park. There have been concerns about having the road that close to the playground. Different options were discussed of where things could be placed.

The Mayor opened the floor to the Departments:

Parks and Recreation: Kristi has been researching the planters for the park strips. She has discussed with Morgan Hoyt at Piute High School to make some cutouts with the plasma cutter. These will be hung between wood posts and placed in the park strips.

The bills and budget variance reports were presented and reviewed by the council. Kirk made a motion to approve the bills and budget variance reports and adjourn; Shane seconded, and the motion passed unanimously. The meeting was adjourned at 8:46 PM.
