TOWN OF CIRCLEVILLE MINUTES
July 14, 2022
The regular meeting of the Circleville Town Council was called to order at 7:02PM by Mayor Cordell Pearson. Council Members attending were: Shane Robinson, Shirl Fox, Stacie Gass, and Kristi Westwood. Mekeisia Westwood, Town Clerk was also in attendance.
Public attendees were: Scott Peterson, Mike Naser, Nada Dutson, Heather Sudweeks, David Whitehead, Tiffany Whitehead, Megan Lee, David Lee, Marty Morgan, Lonnie Kiser, Sharon Kiser.
Mayor Pearson led the pledge and offered the prayer to open the proceedings. Stacie made a motion to approve the minutes from the June 9, 2022 meeting with it being clear that Paul Gottfredson was purchasing his one meter. Shane seconded, and the motion passed unanimously.
The Public Hearing was opened by Mayor Pearson. The mayor asked for any public opinions. Shane made a motion to approve the bond. Shirl seconded and the motion passed unanimously. Mayor Pearson closed the Public Hearing.
First on the agenda, Marty Morgan was needing a site permit. He is wanting to build a home on 470 south. Stacie made a motion to approve the site permit, and Shane seconded. The motion passed unanimously. Circleville Town owes Morgan Ranches a water meter. They want to have it installed. Kristi made a motion to approve the site. Shirl seconded, and the motion passed unanimously.
David and Tiffany Whitehead were wanting a business license for their rental “The Cottage”. Shirl made a motion to approve the business license. Stacie seconded, and the motion was unanimous.
The mayor called on those not on the agenda. There were none.
Heather Sudweeks and Nada Dutson were next. They are wanting to host a lunch for two different ATV Jamboree rides. They were wanting a donation for the meals. The Board agreed to donate $500 for the meals. Kristi made a motion to approve the donation. Stacie seconded. The motion was unanimous.
Next, David Lee was in attendance about adding a BMX/Skate park at the new town park. He has purchased a skate park and is willing to donate the work of installing the park. The Board was in favor of looking more into it. A spot at the park will need to be determined. The Town Board will want to look more into the cost of cement pad and discuss this at the August meeting.
Mike Naser was in attendance for updates on the water project. Things with the BLM and the Forest Service are moving forward. The well design is being worked on.
The lights in the Community Center were discussed next. One bill has been submitted and another one is needed. The Board will work on getting another bid for the lights.
The Mayor opened the floor to the Departments.
Fire Department: The Fire Department is needing an enclosed trailer to transport the firework cases. They are going to ask and see if the County will go in on the trailer where both entities use them.
Parks & Recreation/Economic Development: The Town Board would like to thank Kristi for all her hard work on the 4th of July celebration. They would like to thank Krista Dalton for her help with the parade, Shane and Becky Robinson for the program, Circleville 2nd Ward for the dinner, PHS Dance Co. for the midway and 3-on-3 basketball tournament, and CES PTO for Bingo. They would also like to send a special thanks to the Circleville and Junction Fire Departments for the great firework show.
Planning & Zoning/Cemetery: The grant has been applied for. It was denied because the State didn’t get as much money as expected.
Road Department: Shirl is still looking into small tractors. He is having a hard time talking to anyone about one. He is going to keep working on it.
The bills and budget variance reports were presented and reviewed by the council. Kristi made a motion to approve the bills and budget variance reports and adjourn; Shirl seconded, and the motion passed unanimously. The meeting was adjourned at 7:59PM .
