TOWN OF CIRCLEVILLE MINUTES

May 12, 2022

The regular meeting of the Circleville Town Council was called to order at 7:10PM by Mayor Cordell Pearson. Council Members attending were: Shane Robinson, Shirl Fox,  and Stacie Gass.  Kristi Westwood was excused. Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Sydney Wells, Scott Peterson, Lori Taylor, Troy Robinson, and Logan Dalton.

Mayor Pearson led the pledge and Shirl offered the prayer to open the proceedings. Shane made a motion to approve the minutes from the April 5, 2022 meeting. Shirl seconded, and the motion passed unanimously. 

First on the agenda was Steve Wentz.  He was requesting a water meter.  The Town Board discussed the moratorium that was put on water meters.  The moratorium was contingent on the water grant.  That water grant has now been granted.  Stacie made the motion to approve the water meter.  Shirl seconded.  The motion passed unanimously.

Logan Dalton was up next.  He wanted a business license for Logan’s Service and Repair.  He is planning on doing automotive repairs, tire repairs, and field service.  Stacie made a motion to approve the business license.  Shane seconded, and the motion passed unanimously.  

Lori Taylor was asking for a business license for the Friki Tiki.  They have purchased the Friki Tiki.  She also asked for permission to park at the park.  Stacie made a motion to approve the business license.  Shirl seconded and the motion passed unanimously.  Stacie made a motion to approve the use of the park and the power.  Shane seconded.  The motion passed unanimously.  

The mayor called on those not on the agenda. There were none.

The cemetery fence was discussed next. The High School welding classes have offered to do a steel rod fence. Troy is going to check on powder coating.  The grant will be applied for by the end of May, and then more decisions will be made.  

The General Plan is finished.  The Planning and Zoning Committee will be holding their public hearing in June to accept it.  They will then submit it to the board for acceptance.  

The SLFRF Funds were discussed next.  There are funds leftover.  It was discussed what to do with the funds.  A new sidewalk at the new park was discussed.  Lights for the town building were also discussed.  

Stacie would like to put together a history brochure.  This brochure would show where historic places were and pictures of them.  She is going to look for a grant to help with funding.  

The FY2023 Budget was looked over next.  The Budget hearing will be held in June.

The Mayor opened the floor to the Departments.

Parks & Recreation/Economic Development: The Town Board would like to thank Kristi for all her work on the Town Easter Egg Hunt.  

Road Department:  There are 11 road signs that need to be replaced.  Shirl would like to look into a tractor and mower for the sides of the streets.  

Maintenance:  There are a few trees at the veterans park and the welcome park that are getting too big.  They need to be trimmed.  Troy is going to get some bids.  

The bills and budget variance reports were presented and reviewed by the council.  Stacie made a motion to approve the bills and budget variance reports and adjourn; Shirl seconded, and the motion passed unanimously.  The meeting was adjourned at 8:35PM.
