TOWN OF CIRCLEVILLE MINUTES

November 11, 2021

The regular meeting of the Circleville Town Council was called to order at 6:03 PM by Mayor Koby Willis.  Council Members attending were: Kristi Westwood. Shirl Fox, Kirk Fullmer, and Shane Robinson.  Mekeisia Westwood, Town Clerk was also in attendance.

Public attendees were: Cordell Pearson, Stacie Gass, Rex Waddington, Lonnie and Sharon Kiser.

Mayor Willis led the pledge and Kirk offered the prayer to open the proceedings.  Kristi made a motion to approve the minutes from the October 14, 2021 meeting.  Shane seconded, and the motion passed unanimously.   

Emily Morgan was first on the agenda wanting a business license for Beauty by Emily.  Kirk made a motion to approve the license. Shirl seconded, and the motion passed unanimously.

The mayor called on those not on the agenda. There were none.

The Municipal General Election results were presented next.  The elections were by mail and all ballots have been counted. The results are Cordell Pearson as Mayor.  Stacie Gass and Shirl Fox won the Circleville Town Council members.  Kirk made a motion to approve the results, and Kristi seconded.  The motion passed unanimously.

Next, the Annual Fraud Risk Assessment was discussed.  The Assessment was looked over by the council.  Kirk made a motion to accept the Assessment.  Shane seconded, and the motion passed unanimously.

The Water Projects Grant applications were discussed next.  The Mayor has not heard anything on the grant.  Hopefully they will be contacting us soon to let us know if we received the grant.

The Thanksgiving Dinner is scheduled for November 15.  The Town will be doing winter kits for refugees.  The Town will be donating $100 for items for the kits.  

The Mayor opened the floor to the Departments:

Parks & Rec:  Santa Claus will be coming to Circleville on December 18, 2021.  He will be riding on the back of the fire truck around town.

Maintenance:  Troy will be buying Christmas lights for the Merry Christmas at the park.

The bills and budget variance reports were presented and reviewed by the council. Kirk made a motion to approve the bills and budget variance reports and adjourn;  Shirl seconded, and the motion passed unanimously.  The meeting was adjourned at 6:56 PM.
